When attempting to reactivate a deactivated Salesforce user who was previously assigned a Chat User License in Salesforce Service Cloud, you may encounter the error: "No chat user license available."
This error occurs because the Chat User License reached end-of-life (retired in February 2026). As a result, new Chat licenses can no longer be provisioned in any Salesforce org, and reactivating a user who previously held a Chat license is not possible without an available license.
This behavior is expected. The Chat User License has been retired as part of the Salesforce Service Cloud Live Agent and Chat end-of-life process. Since the license type is no longer available, it cannot be reassigned or reactivated — even for previously licensed users.
