Marketing Cloud Next Growth & Advanced editions will support Sandbox environments starting Winter '26 Release - Release Notes. 

Marketing App of Salesforce Foundations remain unsupported in Sandbox Environments. While some features may be visible in the Sandbox environment, the full product is not available and, therefore, setup will not complete successfully. 

Résolution

In order for Marketing Cloud Next to be enabled in an existing sandbox, it must be refreshed first.
