Standard objects that can trigger this error include: UserDefinedLabel, ActionPlanTemplate, FlowTestResult, and LiveChatSensitiveDataRule (this list is not exhaustive).
Certain Salesforce standard objects cannot be customized or packaged. When a Change Set contains components tied to these non-customizable objects — for example, a List View for the UserDefinedLabel object — Salesforce cannot retrieve the object definition to include it in the package, and the upload fails with this error. The error message identifies the specific object that caused the failure.
If you need the functionality associated with that object in your target org, consider configuring it manually after deployment rather than including it in a Change Set.
