Android SFS App: Data Capture Flow Encountering Error - "This page isn't available. Your Salesforce admin can help with that"

The issue appears to be caused by the mobile user being assigned an unsupported Euro locale. This prevents the data capture form from loading correctly in the SFS Android app.
