Scenario 1: The change set includes a list view component for the 'UserDefinedLabel' object.
You will see the following error:
Failure(s) during upload: Can't retrieve non-customizable CustomObject named: UserDefinedLabel
Resolution:
Remove the following list view component from your change set and then upload it again.

Scenario 2: A component in the change set (e.g., Dashboard, Lightning Page) references another component (e.g., Report, Document) that is stored in a private folder.
You may see one of the following errors:
・Failure(s) during upload: Unable to retrieve report with id 00Oxxxxxxxxxxxx
・Failure(s) during upload: Cannot retrieve documents in a user's private folder; move the document to a named folder
Resolution:
Choose one of the following two options:
・Option A: Identify the component (e.g., report, document) stored in a private folder and move it to a public folder. Then, upload the change set again.
・Option B: Remove the component that references the item in the private folder from your change set. Then, upload the change set again.
