Changing the owner of a Salesforce Surveys record is not supported in Lightning Experience. When you attempt to change the owner of a survey record in Lightning Experience, the Change Owner button is not displayed and the owner cannot be changed.
This is a known limitation of Salesforce Surveys in Lightning Experience. The request to support this action in Lightning Experience has been submitted to IdeaExchange.
Because changing the owner of a Salesforce Surveys record is not supported in Lightning Experience, you must temporarily switch to Salesforce Classic to perform this action.
Option 1 — Change Owner via Salesforce Classic (Preferred) :

Once the owner is updated, you can switch back to Lightning Experience.
Option 2 — Recreate the Survey Under an Active Owner
If reassignment is not possible, recreate the survey while logged in as an active user. Update your Digital Engagement configuration to reference the new survey.
Option 3 — Automate Bulk Reassignment Using Flow or Apex
Bulk reassignment usually needs to be done manually in Classic or automated with Flow or Apex with the right permissions, since mass transfer tools do not support Surveys.
For orgs with many affected SurveyInvitation records, use a record-triggered Flow or Apex to update the OwnerId field on SurveyInvitation records to a designated active user (for example, a shared service account that will not be deactivated).
