When attempting to change the owner of a survey record, the change owner button may not be displayed, and the owner cannot be changed.
This is because changing the owner of a survey record is not supported in Lightning Experience.
To resolve this issue, you need to switch to Salesforce Classic and change the owner.
Solution Steps:
In the upper right, click your image (avatar) and then click [Switch to Salesforce Classic].
Open the Surveys tab and open the target survey record.
Click [Change] next to [Owner Name] and change the owner to the desired user.
Click [Save] to confirm the change.
