This article explains the behavior where Report and Dashboard folders are not available in the Salesforce Mobile App. This behavior is working as designed in the current version of the Salesforce Mobile App.
While folders created for Reports and Dashboards are available in Lightning Experience and Salesforce Classic, they are not available in the Salesforce Mobile App.

Create a Lightning Report or Dashboard Folder
For users working on an iPad, using the Safari browser to access Lightning Experience is supported. Therefore, if you can use an iPad, you can utilize folders via the Safari browser.
