Uploading screenshots for tablet/iPad is required in the Salesforce settings screen, and this is the expected behavior for the current Mobile Publisher [Fully Managed] distribution.
Even if you do not intend to support tablet/iPad usage, you will need to prepare tablet/iPad screenshots as described in the following articles.

If you wish to skip uploading tablet/iPad screenshots in the Salesforce settings screen, you will need to select [Binary Upload] distribution.
