In Salesforce orgs using Profile-Based Chatter Rollout, if the "Enable Chatter" permission is not assigned to a user, the [Upload Files] button does not appear in the "Notes & Attachments" related list. This happens because disabling the Enable Chatter permission also disables Salesforce Files for that user.
This article explains why the [Upload Files] button disappears and provides steps to re-enable file upload functionality for affected users.
In organizations where the Profile-Based Chatter Rollout is enabled, disabling the "Enable Chatter" permission for a user also disables access to Salesforce Files. As a result, the "Notes & Attachments" and "Files" related lists are affected as follows:
To restore the [Upload Files] button and Salesforce Files access for the affected users:
The [Upload Files] button now appears in the Notes & Attachments related list for users with that Profile or Permission Set.
Enabling the Enable Chatter permission for a Profile or Permission Set restores access to Salesforce Files but also enables Chatter functionality for all users with that Profile or Permission Set. Consider the impact on your org's Chatter adoption before making this change.
