Custom Permission Set Group Behavior with Data Pipelines Base User Permission Set

When we try to assign the "Data Pipelines Base User" permission set through a Custom Permission Set Group, we receive the following error: "The user license doesn't allow the permission: Use CRM Analytics Templated Apps."

Error Message: Failure: Can't assign the permission set CustomPermissionSetGroup to user [username] The user license doesn't allow the permission: Use CRM Analytics Templated Apps

Risoluzione

When the Data Pipelines Base User permission set is added to a custom Permission Set Group, Salesforce automatically enables the Use CRM Analytics Templated Apps system permission. This happens because Manage CRM Analytics Templated Apps—included as part of Data Pipelines—depends on this base permission. As a result, the system auto-enables it, even if the assigned user’s license does not support it, leading to the error:
“The user license doesn't allow the permission: Use CRM Analytics Templated Apps.”

To resolve this:

  1. Assign the required Permission Set License—such as CRM Analytics Plus or any CRM Analytics-related PSL—to the user.
    OR

  2. Mute the “Use CRM Analytics Templated Apps” permission under System Permissions within the Permission Set Group to prevent it from being auto-applied.

This ensures the permission hierarchy remains valid while avoiding license conflicts.
