When a Salesforce Approval Process attempts to route a record for approval, it requires all Assigned Approvers in each step to be active users. If an approver has been deactivated since the Approval Process was created or last modified, Salesforce throws the error "operation performed with inactive user" and the submission fails.
This commonly occurs in organizations where employee turnover leads to user deactivation without a corresponding update to existing Approval Process configurations.
To resolve this issue, you must identify the approval step assigned to the inactive user and update it to an active user.
Follow these steps to modify the approval process settings:
Note: If the Approval Process is currently Active, you may need to Deactivate it before you can modify certain steps, or create a new version of the process.
For example, if a manager who was set as the Assigned Approver for approval step leaves the company and their account is deactivated, any record routed through that step will trigger this error.Reviewing and updating the affected approval step to assign an active user resolves the issue
