The behavior for expanding or collapsing sections on a Lightning Record Page varies depending on the component used.
The behavior of each component is as follows:
The expanded or collapsed state of sections is saved per user. This state is maintained even when navigating to different records or logging back into the org.
This component does not save the expanded/collapsed state. When a user opens a different record or logs in again, all sections appear expanded by default.
The expansion behavior is determined by the component settings. The section specified in the [Default Expanded Section] setting on the Lightning Record Page will be expanded when the record is viewed. Note that by design, only one section can be expanded at a time within an Accordion component.
