hen creating a new user, the initial value for the "Email Encoding" field depends on the "Email Encoding" setting of the operating user (creator) who is creating the new user. The same value as the creator's setting is automatically set as the initial value for the new user.
To verify the creator's own "Email Encoding" setting, follow these steps:
Click the profile icon in the upper right corner and click Settings
From the menu on the left, click My Personal Information > Language & Time Zone
Check the Email Encoding field. The value set here is set as the initial value when creating a user.
