Error when attempting to run the Invoice Batch Run (IBR):
“We couldn't create the invoice batch run. Ask your Salesforce admin to assign the Billing Admin and Data Pipelines Base User permission sets to any user with the System Admin profile, and then turn on Data Pipelines.”
This error typically occurs when the required Billing permission sets are assigned to users via a Permission Set Group, rather than being assigned directly to a user.
Invoice Batch Run (IBR) requires the Billing Admin and Data Pipelines Base User permission sets to be assigned directly to a user with the System Administrator profile.
The IBR runs through an off-core process that relies on a named profile and named permission sets. Because of this, permission sets assigned through a Permission Set Group are not recognized by the IBR process.
This behaviour is working as designed.
