The behavior can vary across environments due to differences in available system resources, such as heap size limitations and background processes consuming resources at runtime.
As a result, the same deployment package may succeed in one environment but fail in another, even when the configuration appears identical.
Steps to Reproduce-
Create a deployment package with a ZIP file size close to or greater than 6 MB.
Assign the deployment package to users.
Observe that:
Assignment fails or behaves inconsistently.
Issue occurs regardless of user selection.
The same steps might work in sandbox orgs.
Create a new deployment package record using the OOB (Out-of-the-box) deployment package.
Assign this deployment package to the required users.
Modify the Content of the package.
Upload the updated ZIP file containing the custom code.
Validate the assignment again.
