Strikethrough Won't be Shown on the Asset Rate Component in Asset.

Description
The users are experiencing an issue where the Usage Rate tabs on Assets are not displaying the initial rate as a strikethrough value.
Resolution
1. If the asset is self-bound strikethrough usage rates will not be visible.
2. If the asset is bound to a target, the strikethrough usage rates will be visible on the Assets page.
3. This is an expected behaviour.
