sendAsyncEmailConfirmation(userId, emailTemplateId, networkId, startUrl) does not consider the emailTemplateId for internal users

Description

The method : sendAsyncEmailConfirmation(userId, emailTemplateId, networkId, startUrl) -

Does not consider the emailTemplateId when it is sent for internal users. Instead it just sends the standard "Verify email" from Salesforce :

This is working as designed.

emailTemplateId is considered only when networkId is not null
