The Activate button remains enabled even after the theme has been activated.

Description

Salesforce’s Themes and Branding UI does not disable the Activate action when a theme is already active. Instead, the active theme is indicated through its status or labeling (for example, which theme is set as the org default), rather than by disabling the Activate button.

To determine which theme is currently active, refer to the theme marked as active or default in the list (or reflected in the org’s branding), rather than from the state of the Activate button.
