This article explains why deploying a modified SalesAgreementStatus StandardValueSet to another org fails.
When you try to retrieve and deploy SalesAgreementStatus StandardValueSet from a source org to a target org using Metadata API, change sets, Salesforce CLI (sf project deploy start), or a third-party deployment tool such as Gearset, the deployment fails with this exact error:
"Unable to retrieve file for id SalesAgreementStatus (SalesAgreementStatus). This Standard Value Set is either inaccessible or not supported in Metadata API."
The SalesAgreementStatus StandardValueSet is a system-managed value set used by the Sales Agreement approval and activation lifecycle in Manufacturing Cloud. It is not enumerated in the public StandardValueSet list and is therefore not retrievable or deployable through the Metadata API.
Because the SalesAgreementStatus StandardValueSet is not exposed through the Metadata API, you cannot deploy it through any metadata tools. Add the desired custom picklist status value directly to the target org and exclude the StandardValueSet from your deployment package.
