The values.yaml file generated and downloaded via the Anypoint UI for CA and JP control planes does not include the value for repositoryNamespace field. This field is required for default installs that connect to the rtf-runtime-registry to correctly resolve Docker image paths.
Manually add the following field to your values.yaml before running the fabric installation:

repositoryNamespace: sfci/mulesoft/ms-docker-image/ms-
This must be added prior to initiating fabric creation on the affected control planes.
