This behavior is due to the record edit screen design, and the field becomes editable by toggling the "View Product" switch to false and back to true within the edit screen.
To edit the "View Price in Catalog" field on an active Entitlement Policy record, follow these steps.
Open the Entitlement Policy record you want to edit.
Click the [Edit] button to enter edit mode.
In the edit screen, toggle the "View Product" switch to false, then toggle it back to true.
Edit the now-accessible "View Price in Catalog" field.
Click [Save].
