They are artifacts of an incomplete managed package installation caused by missing permissions on the installing user's profile.
The FSL managed package installation is triggered by a user assigned to a custom System Administrator profile — typically a profile cloned from the standard System Administrator profile. Custom-cloned profiles may not inherit all system permissions required for managed package installation.
Two specific permission gaps can cause this failure:
