Experience Cloud users are unable to Edit the filters on a Public List view
This is currently working as designed.
Users can edit Public List Views only if they have the "Manage Public List Views" permission.
At present, this permission is available only to internal Salesforce users and is not supported for external/portal users. The Manage Public List Views functionality was designed, implemented, and validated specifically for internal CRM users.
As a workaround, external users can clone the existing list view and then modify the filters on the cloned version as needed. This allows them to achieve similar functionality without requiring the ability to edit the original public list view.
