This issue occurs when a new retriever on an existing search index is used within a Prompt Template, where it returns no results for Draft Knowledge Articles.
Knowledge Actions currently enforce a strict filter for “Online” articles by design to ensure confidence in the data returned to users.
This results in Draft articles being excluded from retriever results.
For the immediate workaround, the available option is to implement a Custom Apex Action. This action will replace the existing Knowledge Action within their Agent and will directly query Data Cloud to retrieve Draft articles, bypassing the additional intelligence layers that are currently applying the filtering.
Since the Draft article filtering is occurring silently at two different layers, it cannot be bypassed through ADL or Retrievers.
