Commerce App and features enabled through Salesforce Foundations are not available in Sandbox Environments and is available only on production environments.

Customers may report that the Commerce Setup Assistant and related features are missing in their sandbox environment, even though the necessary permission sets and licenses appear to exist via Salesforce Foundations. Because these features are available in the production org, this discrepancy often causes confusion, leading users to suspect an issue occurred when copying the sandbox from production.

Ratkaisu

Commerce features in Salesforce Foundations are not available in Sandbox environments. Customers are  advised to use  Foundations Commerce features directly in Production instance for all types of activities.

Sales, Service, and new UI are available in sandbox, but Commerce features are production-only.
