Two related symptoms are frequently reported for FSC Action Plans:
Expected behavior (this is by design):
Because of this design, a successor task that is not yet visible while any prerequisite is still open is not an error — it is deferred until the prerequisites are marked Completed. No banner, warning, or Retry option is displayed for this normal deferred state.
When the "Couldn't create successor tasks… Retry" error actually appears — after all prerequisites are Completed but the successor still fails to generate — the underlying cause is not the completion state of the prerequisite. Typical causes include:
The first section is a clarification, not a fix — if the situation matches it, no action is required.
It is the standard operating behavior of Action Plans. How to verify the deferred state is expected:
No configuration change is required. Progress the prerequisite tasks and the successor will be added automatically.
If, after all prerequisites are Completed, the successor still does not appear or the "Couldn't create successor tasks… Retry" error appears, continue to the causes below.
Open the Action Plan Template used to create the failing Action Plan (Setup > Action Plan Templates), and confirm:
If any limit is exceeded, restructure the template (split long chains into shorter sequences or into follow-up Action Plans), Publish, and generate a new Action Plan to validate.
Do not grant Modify All Records on the Action Plan object. Instead, on the user's permission set assignment:
Have the user log out and back in, then click Retry on the error banner.
If prerequisites are Completed and permissions are correct but creation still fails, a custom automation is blocking the successor's insert:
Mark every prerequisite Completed, click Retry if the banner is still shown, and confirm the successor task now appears with no error. Repeat on a fresh Action Plan generated from the corrected template to confirm the fix is durable.
