This article explains why the Action Center Lightning web component (LWC) returns a runtime error when a portal learner selects the Action Plans tab on your Education Cloud Experience site. Customers often describe this behavior as the Action Center failing to load care plans, action plans, or tasks in the student portal.
The symptom appears in Enterprise, Performance, Unlimited, and Developer Editions with Education Cloud. It affects Experience Cloud users (community/portal profiles) who open the learner portal home page containing the Action Center component.
Trigger conditions include:
The portal user's profile or permission set is missing Create, Read, Edit, or Delete access to Action Plans.
The user lacks Read access to Action Plan Templates and Tasks.
The Action Plan Template or Task objects are hidden from the user.
The site was built on a template other than Education Portal, which does not support the Action Center and Action Plan Record Page components.
In smaller form factors, there is a known display scaling conflict on the Task tab.
Note: No Personally Identifiable Information (PII) is included or required to troubleshoot this article.
Work through the following causes in order and re-test after each.
Navigate to Setup > Users > Permission Sets and open the permission set assigned to your portal learners (or the guest/site profile).
Under Object Settings, set access for Action Plans [ActionPlan]: enable Read, Create, Edit, and Delete.
Set access for Action Plan Templates [ActionPlanTemplate]: enable Read.
Set access for Task [Task]: enable Read, Create, and Edit.
Under System Permissions in the same permission set, enable Edit Tasks.
Assign this permission set to the affected portal users under Setup > Users > Permission Sets > Manage Assignments.
Navigate to Setup > Security > Sharing Settings.
For Action Plans [ActionPlan], Action Plan Templates [ActionPlanTemplate], and Document Checklist Item [DocumentChecklistItem], set the Default External Access to Public Read Only (or Public Read/Write if learners must update records).
If you must keep the org-wide default private, create a sharing rule under Sharing Settings that grants the portal user's public group or role Read access to the relevant records.
The Action Center and Action Plan Record Page components are only available on sites created with the Education Portal template (per known issue KI-46114).
Confirm your site template under Setup > Digital Experiences > All Sites > (your site) > Workspaces > Administration > Settings.
If the site uses any other template, you must create a new site. Navigate to Setup > Digital Experiences > All Sites > New, and select the Education Portal template.
Open Experience Builder, search the Components panel for Action Center and Action Plan Record Page, and drag them onto the page.
Publish the site.
