Resolution

Date placeholders specified in the Data Extract Activity file naming pattern (e.g., %%Year%%%%Month%%%%Day%%.csv) are evaluated based on CST (Central Standard Time: UTC-6).

The Data Extract Activity configuration screen does not provide an option to apply the user's local timezone settings. Therefore, it is not possible to automatically apply a date based on a local timezone such as Japan Standard Time (JST) to the file name.
