During Channel Setup, the step Automatically Install Required Packages with One Click includes Install the Managed Package for Consent-Specific Data, which deploys the Data Cloud objects used by Marketing Cloud consent. This step fails if Data Protection isn't enabled or if permissions are set incorrectly.
To resolve:
Ensure Data Protection is enabled (this must be completed first): Set Up Data Privacy
Set Data Cloud Salesforce Connector permissions. Go to Setup > Permission Sets > Data Cloud Salesforce Connector > Object Settings. Enable Read and View All Records for: Communication Subscription; Communication Subscription Channel Type; Engagement Channel Type.
If the install fails with errors on ConsentAuditTrail custom fields (for example ConsentCapturedSourceName, ConsentCapturedSourceType, ChannelType, CommunicationSubscriptionChannelTypeId, or ConsentCapturedSourceDetails), confirm that Data Protection is enabled and that the Data Cloud Salesforce Connector permissions include Read and View All Records on Communication Subscription, Communication Subscription Channel Type, and Engagement Channel Type (the same prerequisite as above).
The most common cause is that the data streams are in a NEEDS_ACTIVATION state, which is expected on new sandboxes because connections aren't activated by default. To fix, go to Data Cloud Setup, locate the two consent data streams, and click Activate on each. Once activated, the streams will accept data. If activation is already done and ingestion still fails, review your data for rejected rows (see "Why do I see rejected rows in my audit trail?").
