To set targeting rules, your role must include the Manage_All_Libraries functional permission in the organization context, or Manage_Site_Library in the context of the site.
Each content block supports one top-level targeting rule. A new targeting rule replaces any existing rule on the content block. To apply targeting rules to multiple content blocks at once, see Apply Bulk Actions to Content Blocks.
Set targeting for a content block from the Content Blocks module or from Page Designer when the content block is selected on a page.
