ELSTER Reporting Requirements

Merchants in Germany who use Point of Sale CMS must electronically report their systems to their relevant tax office by uploading an XML file to MyElster.

Effective January 1, 2025, German authorities have mandated additional reporting requirements for electronic cash register systems. This mandate, in accordance with Section 146a (4) AO, requires the electronic reporting of these systems to the relevant tax office. This measure aims to combat manipulation and tax evasion within the cash register sector.

Our fiscalization partner, EFSTA, supports these requirements by providing an XML file download through their portal. This XML file must then be uploaded to the myELSTER portal

Merchant Responsibilities

  • Designate a Representative: Select a person from your company to download the XML file from EFSTA and put it on the myELSTER portal.
  • Communicate with Customer Success Manager: Provide the designated person's details to their Customer Success Manager.
  • Details needed for the designated representative: Reporting - Add New Elster Contact to EFSTA
    • Accessing the EFSTA Portal
      • The Customer Success Manager grants the designated user access to the EFSTA portal.
      • The designated user receives an email to verify their email address.
      • After verification, the designated user can download the XML file from the EFSTA portal.
    • Initial Upload Instructions
      • The designated representative obtains access to the myELSTER portal.
      • The client downloads the XML file from EFSTA. A download link will be provided in an email from EFSTA.
      • The client uploads the XML file one time before the end of June 2025.
    • Ongoing Requirements
      • The client uploads the XML file whenever any register or setup is updated.
      • EFSTA notifies the client's designated representative of any changes.
      • The designated representative uploads the XML file to the myELSTER portal within 30 days of any change.
