To turn on Approval settings:
Customize Application
Important When you turn on this setting, delegations configured on reviewer user
records no longer apply. Reviewers must create Approval Delegation records to set up their
delegations.
From Setup, find and select Approval Settings.
Turn on Use Advanced Approval Delegation.
