Enable Benefit Management with Authorized Representative
If you use Authorized Representative with Benefit Management, complete these steps first.
Required Editions
Assign the permission set licenses before you assign the permission sets. For the permission set licenses required for Public Sector features, see View and Assign Permission Set Licenses in Public Sector.
Assigning the permission set also assigns the associated permission set license and grants the access that each user needs.

Turn on program and benefit management.
Benefit Management isn't a data-model requirement for Authorized Representative. If you use the Benefit Management Omni artifacts, turn on program and benefit management first. For the steps, see Benefit Management Prerequisites.

Create a site from the Benefit Assistance Portal template.
Authorized Representative runs on this site type. Complete the steps in Benefit Assistance Site Prerequisites, and then create, publish, and activate the site.
- Add the Authorized Representative permission set licenses to your org.

Assign the permission set that matches each user type.
- For internal admins and agents, assign the Authorized Representative Access for Public Sector permission set.
- For community users on Experience Cloud sites, assign the Authorized Representative Community Access for Public Sector permission set.

Give users at least Read access to the fields that the feature uses.
The permission sets grant object-level create, read, update, and delete permissions, so you don't grant those permissions separately. See Modify Field Access Settings and Set Field-Level Security for a Field on All Profiles.
- Info Authorization Request: Pertains To, Consenter, Data Use Purpose, Expiration Date Time, Response Status, and Created Date
- Authorization Tier Data Use Purpose: Data Subject, Data Use Purpose, and Authorization Tier Definition
- Benefit Authorization Tier Definition: Benefit and Authorization Tier Definition
- Authorization Tier Definition: Tier Type, Effective Start Date, Effective End Date, Default Revocation Interval, and Description
- Authorization Form Consent: Consent Giver and Status
- Benefit Assignment, Application Form, Application Form Relation, and Applicant: the fields that your intake flow uses, including the personal information fields on Applicant
