Unified Intake for Multiple Benefit Programs

Unified Intake for Multiple Benefit Programs

Learn how Integrated Application enables constituents to apply for multiple benefits, such as Supplemental Nutrition Assistance Program (SNAP) and Low Income Home Energy Assistance Program (LIHEAP), through a single intake application.

Required Editions

Provide a unified digital front door for constituents to pre-screen, apply for, manage, and renew all benefits and services, reducing applicant confusion and duplicative effort.

Applying for help can feel overwhelming, especially when every program asks for the same household and income details all over again. Integrated Application removes that burden. Constituents complete one guided application on your Benefit Assistance portal. They answer common questions once, upload their documents, discover all eligible benefits and apply for multiple programs such as SNAP and LIHEAP, at the same time. Behind the scenes, the system evaluates their potential eligibility across all programs simultaneously, so there's no waiting on separate reviews.

How Integrated Application Works

A constituent signs in to the Benefit Assistance portal, answers a set of common questions, and uploads identity and income documents. Unstructured Document Processing reads those documents and pre-fills details into the form directly, so constituents don't have to re-type what they've already provided. The application then pre-screens the household, shows which programs they may qualify for, and asks the additional program-specific questions that apply. The constituent reviews and submits one application.

Key Capabilities

  • Unified Intake Flow: Constituents answer household, income, and other financial questions once, instead of repeating them across benefit programs.
  • Intelligent Document AI Pre-Fill: When constituents upload supporting files, such as pay stubs or utility bills, Unstructured Document Processing (UDP) extracts and fills in demographic and financial fields automatically.
  • Parallel Eligibility Screening: Business Rules Engine expression sets check constituent details against multiple programs' eligibility requirements at the same time.
  • Dynamic Form Sequencing: The intake form shows or hides program-specific questions based on pre-screening results, so constituents only see what's relevant to them.
  • Support for Authorized Representative: Representatives can apply on a constituent's behalf when needed.
  • Headless Data Persistence: Context Service manages application data across profiles, household members, income, expenses, and assets through unified Connect APIs, with no manual data mapping required.

Business Benefits

Benefit Impact
Reduced Constituent Effort Shortens application time by removing repetitive data entry and pre-filling known details.
Complete Transparency for the Constituent Identifies all benefits programs that constituent is potentially eligible for providing clarity and transparency across the process.
Improved Data Accuracy Reduces manual entry errors with AI document extraction and built-in validation rules.
Faster Determination Times Gives constituents real-time preliminary eligibility results during intake, when possible, easing review bottlenecks.
Lower Agency Processing Costs Gives caseworkers one consolidated view of a constituent's submissions across all requested programs.

Considerations and Limits

Before setting up or customizing Integrated Application, keep these in mind:

  • Upgrade Continuity: The upgrade to Winter '27 preserves your existing Benefit Management setup, capabilities, and records. Existing benefit records remain untouched and accessible in your current experience, they aren't ported into Integrated Application. You can set up and use Integrated Application without changing your current setup, however, we recommend you apply for new benefits using Integrated Application.
  • Customization Updates: Customizations implemented prior to Winter ‘27 don't transfer automatically to Integrated Application. Reconfigure them to work with Integrated Application.
  • Data Model Change: Integrated Application creates Application Form and related records instead of Individual Application records. Before you adopt it, review any reports, flows, or integrations that depend on Individual Application records and update them for the new data model. See Benefit Management Data Model.
  • SNAP Support: Supplemental Nutrition Assistance Program (SNAP) is supported in Integrated Application workflow only. To offer SNAP as part of a unified intake, adopt Integrated Application.
  • File Size Cap: Individual files uploaded for rverification during intake can't exceed 10 MB.
  • File Limits: Administrators can configure file limits per section component. By default, constituents can upload up to 10 files per section (for example, 10 under Household Members, 10 under Income).
  • Naming Standards: If you reuse standard Omniscripts, decision tables, or expression sets, retain the exact API names provided. Custom expression sets and decision tables aren't bound by these naming conventions.
  • Mandatory Render Objects: Omniscripts and FlexCards need configured Application Render Methods, Stage Definitions, and Action Plan Templates to work within the intake framework.
