User Permissions Needed
To assign permission sets and groups: Manage Profiles and permission sets AND Assign permission sets

Give tax administrators the permissions that they need to configure Tax and Revenue and work with Data 360.

  1. From Setup, in the Quick Find box, enter Permission Set Groups, and then select Permission Set Groups.
  2. Select Public Sector Solutions Admin.
The Public Sector Solutions Admin permission set group includes the necessary tax and revenue feature permissions.
  3. Click Manage Assignments, and then click Add Assignments.
  4. Select the admin users, and then click Assign.
  5. Confirm that each admin user's profile includes the CustomizeApplication system permission.
The Salesforce administrator profile includes this permission. A standard user profile doesn't. Without CustomizeApplication, the user can't turn on the Tax and Revenue org preference even with the permission set assigned.
  6. For users who configure Data 360, such as creating data streams, identity resolution rules, or data governance policies, also assign the DataCloudArchitect permission set.
    1. From Setup, in the Quick Find box, enter Permission Sets, and then select Permission Sets.
    2. Find DataCloudArchitect, and assign it to the appropriate users.

To assign permissions to taxpayer portal users, create the taxpayer portal site first, and then Assign Permissions to Taxpayer Portal Users.
