Process builders are no longer included in the additional metadata static resource folder, instead they’re included in the managed package as flows.

We recommend you to transition to flows in a phased manner. The new flows are a part of the managed package and are inactive. Use them as a starting point for customization. Any changes made to the existing process builders must also be applied manually to the new flows.
Verify if the process builder is active and check for the corresponding flow, deactivate the process builder, activate the equivalent flow, and test its behavior. These changes apply to the new customers and the existing customers who upgrade to the managed package.
