Make the CSV File Import Option Visible in Existing Orgs
Even after you assign a permission set to users, the CSV
File Import tab sometimes remains hidden by default in existing orgs. Salesforce admins
must manually adjust settings to make this option visible to the users.
From Setup, in the Quick Find box, enter Profiles, and then, under
Users, select Profiles.
Click the desired profile for which you want to make the CSV file import option
visible.
On the Profiles page, click Edit.
Under Tab Settings, search for CSV File Import.
From the CSV File Import dropdown list, select Default On.
After you change settings for the CSV File Import tab, check if the tab is visible in your
org.
