Set Up Sandbox Environments for Permission Set Licenses
Depending on your release, set up sandbox environments to test permission set licenses.
The CME managed package supports two types of licenses in an org: managed package licenses and permission set licenses. When you install the managed package in production environments, even if you use permission set license, you receive one managed package license. This license is auto-assigned to the user that installed the package. For all other users, you must assign permission set licenses. However, when you create a sandbox environment, all users in the sandbox are granted access with a site-wide license. Therefore, by default, you can't restrict access to users in a sandbox by not assigning permission set licenses.
