Make the Outreach List tab available for agents so
that they can access Outreach List.

Available in: Enterprise, Professional, Starter, and
Unlimited Editions
From Setup, in the Quick Find box, enter Profiles, and then select
Profiles.
Click Edit next to the profile assigned to the agents.
In the Tab Settings section, select Default On from the Outreach
List dropdown list.
Save your changes.
