Assign Consumer Sales User permission set to the standard users to access the tariff comparison features.

Required Editions

Available in: Lightning Experience
Available in: Enterprise, Unlimited, and Developer Editions
User Permissions Needed
To assign the permission set to user:

Assign Permission Sets

AND

View Setup and Configuration

Before you begin, make sure that you’ve assigned these permission sets to standard users for using sales features.
