Before You Begin
Set up the licenses for Clean Energy Programs so that users have access to the objects in the Clean Energy Program Management data model. See Set Up Licenses for Clean Energy Programs.
Complete these tasks to set up licenses for Program Management Console:

Enable Outcome Management.
To learn more, see Outcome Management.
- From Setup, in the Quick Find box, enter Outcome Management, and then select Outcome Management Settings.
- Turn on Create and manage outcomes, indicators, and impact strategies.
- Assign the Outcome Management permission set to users.

Enable Program and Benefit Management.
- From Setup, in the Quick Find box, enter Program and Benefit Management, and then select Program and Benefit Management Settings.
- Turn on Create and manage your programs, benefits, and goals.

Assign permission sets to the System Administrator user.
- From Setup, in the Quick Find box, enter Users, and then select Users.
- Click the user assigned to the System Administrator profile.
- In Permission Set Assignments, click Edit Assignments.

From Available Permission Sets, move these permission sets to Enabled Permission Sets:
- Program and Benefit Management Access
- EAndU Cloud Program Access
- EAndU Cloud Usage Impact Access
- Outcome Management
- Omnistudio Admin
- Product Catalog Management Designer
- Data Pipelines Base User
- CRM Analytics Plus Admin
- Rule Engine Designer
- Action Plans
- Save your changes.

Grant Flow Access to Community Users
- From Setup, in the Quick Find box, enter Profiles, and then select Profiles.
- From the Profiles list, select Energy Self Service Customer Community User.
- Under Apps, click App Permissions.
- Click Edit.
- Select Run Flows, then save your changes.
