Override the Labs Unmanaged Package for Action Plans
If you have the AppExchange Salesforce Labs unmanaged package with action plan custom
objects installed, disable it to use Action Plans.

Rename the action plan tabs installed by the Labs unmanaged package.
Hide the renamed action plan tabs.
Configure a custom permission set, or edit user profiles to expose the action plan tabs.
