방법: getPayees

작동 방법

1. claimId를 취하고 청구 레코드를 검색합니다.

2. 이 청구에 연결된 지불자 목록을 반환합니다.

   청구서의 증권 소유자는 필드 policyHolder = true로 지정됩니다.
