Management features. Make sure that you assign the required permission set licenses to users to
help them use the features.

From Setup, in the Quick Find box, enter Users and select
it.
Click the user and on the user setup page, click Permission Set
Assignments.
Click Edit Assignments next to Permission Set Assignments.
From the Available Permission Sets column, move the permission set licenses to the
Enabled Permission Sets column.
