In a bulk import, Product Territory Availability records are imported in the Draft state. If a status isn't provided, the system automatically assigns the Draft status to the record.
When you run a batch job, the system changes the status of the records from Draft to Active, and creates Product Territory Detailed Availability records for all child territories.
