Prerequisites: Data must exist in Territory Account Product Message Score for message
recommendations or Provider Account Territory Info for content recommendations.
Configuration: The sidebar menu appears dynamically when recommendation data is
available for the account-territory pair. The feature requires no additional
configuration.
