Create a Stage Definition and configure a step definition for the tasks intended for community users. Assign manual tasks to queues and make them visible to external users. Create a custom community user to configure sharing settings and assign permission sets.
Configure field-level security for the Public field (IsVisibleInSelfService) on the Task object to be visible to admin user.
