You must install the necessary Vlocity templates in order to generate documents.

Using the App Launcher, open Vlocity Templates.
Click the upper-right dropdown arrow and click Install ObjectDocumentCreationUITemplates.

Ignore any overwrite warnings.
Select all the items, and click Next twice.
Click Activate Now.
Click Next, and click Done.
