          RCS Agent Requirements

          RCS messaging in Brazil requires validation and authorization to ensure brand legitimacy and compliance with local operator policies and Google RBM standards. Providing complete documentation during the initial submission reduces approval times and prevents rejection during carrier review.

          Brazil requires a Chain Brand Approval to verify the relationship between the brand and the messaging provider. You must provide two separate authorization documents from the brand to the reseller or partner, and one from the reseller to the messaging provider. The authorization documents must include:

          • Agent name, logo, banner image, and description.
          • The brand's CNPJ (Brazilian tax ID).
          • URLs for the Terms of Service and Privacy Policy.
          • A contact name and email that matches your RCS registration form.

          Industry-Specific Requirements

          Certain industries are subject to additional restrictions and requirements.

          • Confirm if your brand has an ongoing operator commercial contract and if all resellers or aggregators have valid SMS or RCS contracts to ensure agent approval.
          • For debt collection messaging sent on behalf of a third party, provide a signed agreement, an official authorization email, or a completed Brand Approval form.
          • Telecom operators shouldn't promote competing services. Usage is restricted to billing notifications, invoice reminders, and customer service for their own products.
          • For a wholesale or reseller model, provide mandatory chain brand approval and clearly identify the operating partner.
